Bulgaria Prepares for an AI Future: Plans for a European Gigafactory in Partnership with IBM

Bulgaria is exploring the possibility of building a Gigafactory for Artificial Intelligence — a large-scale data and computing infrastructure designed to power Europe’s next generation of AI innovation.

During a recent meeting with representatives of IBM and the European Commission, The Prime Minister announced that the government is assessing potential sites and resources for the project. The planned facility would include over 100,000 advanced GPU chips and require a land area of 50 to 200 hectares.

The initiative aligns with the European AI Gigafactories Program, which envisions the first such facilities to become operational between 2027 and 2028, aiming to enhance the continent’s AI self-sufficiency and reduce reliance on non-EU infrastructure.

💡 What This Means for Bulgaria’s Innovation Ecosystem

The potential AI Gigafactory represents more than just a technological leap — it signals Bulgaria’s readiness to position itself as a digital and cybersecurity hub in Southeast Europe. This initiative could significantly strengthen local research capacity, data infrastructure, and the national workforce’s digital expertise, accelerating Bulgaria’s role in the regional tech landscape.

As AI infrastructure becomes increasingly intertwined with cybersecurity, data protection, and digital operational resilience, alignment with EU frameworks such as DORA, GDPR, and the upcoming EU Cybersecurity Certification Schemes will be essential. Bulgarian enterprises will need to integrate compliance, resilience, and security-by-design principles early in the AI ecosystem’s development.
